My Office has delivered crucial support to the Universal Periodic Review, the most global process ever, which is now well into its second cycle. وقد القى مكتبي دعما حاسما لبالاستعراض الدوري الشامل، وعملية أكثر من أي وقت مضى العالمية، والتي هي الآن بشكل جيد في دورة ثانية.
However, numerous human rights challenges continue to persist and preoccupy us: poverty, impunity, armed conflicts, refugee flows, discrimination, religious intolerance, arbitrary executions, and the impact of the pervasive economic and financial crisis. ومع ذلك، العديد من تحديات حقوق الإنسان ما زالت مستمرة وتشغلنا: الفقر والإفلات من العقاب، والنزاعات المسلحة، وتدفقات اللاجئين، والتمييز، والتعصب الديني، والإعدام التعسفي، وتأثير الأزمة الاقتصادية والمالية انتشارا. I am gravely concerned by the on-going conflict in Syria , إنني أشعر بقلق بالغ من جراء النزاع الجاري في سوريا، which continues to have devastating consequences on civilians. التي لا تزال لها آثار مدمرة على المدنيين. I reiterate the call I made at the last session of the Council for the international community to overcome divisions and work to end the violence and human rights violations to which the people of Syria have been subjected and to ensure accountability for all perpetrators, including those who have attacked UN observers and UN staff in Syria. وأكرر الدعوة التي وجهتها في الدورة الأخيرة للمجلس بالنسبة للمجتمع الدولي للتغلب على الانقسامات والعمل على وضع حد للعنف وانتهاكات حقوق الإنسان التي تعرض لها الشعب السوري وضمان المساءلة عن جميع الجناة، بمن فيهم أولئك الذين وهاجم المراقبين الأمم المتحدة وموظفي الأمم المتحدة في سورية.

Other country situations also deserve the attention of the Council and my Office. حالات بلدان أخرى تستحق أيضا اهتمام المجلس ومكتبي. I refer to the harsh prison sentences handed down on 4 September by the Court of Appeals in Bahrain against 20 prominent human rights activists and opposition figures, seven of whom face life imprisonment. أود أن أشير إلى أحكام السجن القاسية التي صدرت في 4 سبتمبر من قبل محكمة الاستئناف في البحرين ضد 20 نشطاء حقوق الإنسان البارزين والشخصيات المعارضة، سبعة منهم يواجه السجن مدى الحياة. The situation in the eastern part of the Democratic Republic of the Congo has further deteriorated, with a surge of attacks on civilians by armed groups committing serious human rights violations, including massacres. تدهورت الحالة في الجزء الشرقي من جمهورية الكونغو الديمقراطية كذلك، فيما موجة من الهجمات على المدنيين من قبل الجماعات المسلحة بارتكاب انتهاكات خطيرة لحقوق الإنسان، بما في ذلك المجازر. Equally troubling are violent xenophobic attacks against migrants, refugees and asylum seekers in recent months, for example in Greece . قلق بنفس القدر من الهجمات العنيفة ضد الأجانب المهاجرين واللاجئين وطالبي اللجوء في الأشهر الأخيرة، على سبيل المثال في اليونان. I welcome the concrete steps taken by Mauritania in defining a roadmap to implement a National anti-slavery Strategy in line with recommendations of my Office's and the Special Rapporteur and encourage Mauritania to continue its efforts in eradicating all forms of discrimination. وإنني أرحب بالخطوات الملموسة التي اتخذتها موريتانيا في تحديد خارطة طريق لتنفيذ وطنية لمكافحة الرق الاستراتيجية تماشيا مع توصيات لمكتبي، والمقرر الخاص وتشجيع موريتانيا على مواصلة جهودها في القضاء على جميع أشكال التمييز.
With regard to Mexico , the participation of armed forces in the fight against organised crime is an exceptional measure which has to take place under civilian control, and any ensuing human rights violations need to be tried in civilian courts, as required by international law. وفيما يتعلق المكسيك، ومشاركة القوات المسلحة في مكافحة الجريمة المنظمة هو إجراء استثنائي والتي يجب أن تجري تحت السيطرة المدنية، وتلت ذلك أي انتهاكات لحقوق الإنسان بحاجة إلى أن يحاكم في محاكم مدنية، كما هو مطلوب بموجب القانون الدولي. The reforms in Myanmar continue to be encouraging, including the further easing of media restrictions, the release of more political prisoners, and on-going legislative reform. الإصلاحات في ميانمار لا تزال مشجعة، بما في ذلك مزيد من تخفيف القيود وسائل الإعلام، والإفراج عن مزيد من السجناء السياسيين، وعلى ما يجري الإصلاح التشريعي. I continue to follow with concern the use of blasphemy laws against members of religious minorities in Pakistan . ما زلت تتابع بقلق استخدام قوانين التجديف ضد أفراد الأقليات الدينية في باكستان. I reiterate that the proper and full implementation of the prohibition of incitement to hatred as per human rights treaties would be a better alternative to blasphemy laws. وأكرر أن التنفيذ السليم والكامل للحظر التحريض على الكراهية وفقا معاهدات حقوق الإنسان سيكون بديلا أفضل لقوانين التجديف.
The human rights situation in the occupied Palestinian territory continues to merit close attention. حالة حقوق الإنسان في الأرض الفلسطينية المحتلة لا تزال تستحق اهتماما وثيقا. I remain concerned about the conditions of over four thousand Palestinians detained by Israel. ولا يزال القلق بشأن أوضاع أكثر من أربعة آلاف الفلسطينيين الذين تحتجزهم إسرائيل. Israel's practice of administratively detaining Palestinians is especially troubling. ممارسة اسرائيل للفلسطينيين إداريا اعتقال مقلق بشكل خاص. I join the Secretary-General in calling on Israel to charge, bring to trial or release such detainees without delay. وأضم صوتي إلى الأمين العام في دعوة إسرائيل لتوجيه الاتهام وتقديمهم إلى المحاكمة أو إطلاق سراح المعتقلين من هذا القبيل دون تأخير. Israel's continuous expansion of its settlements as well as violence by Israeli settlers against Palestinians is also a matter of concern. إسرائيل توسع المستمر للمستوطنات، وكذلك العنف من قبل المستوطنين الإسرائيليين ضد الفلسطينيين هو أيضا مدعاة للقلق. We must be alert to the impact on civilians of the conflict between the Sudanese Armed Forces and the “Sudan People's Liberation Army–North” in Southern Kordofan and Blue Nile States, where indiscriminate aerial bombings and scorched earth policies have caused death and massive displacement. يجب أن نكون في حالة تأهب لتأثير ذلك على المدنيين في النزاع بين القوات المسلحة السودانية و"الشعبية لتحرير السودان الجيش والشمال" في جنوب كردفان والنيل الأزرق، حيث القصف الجوي العشوائي وسياسة الأرض المحروقة سببت الموت والنزوح الجماعي. OHCHR in Tunisia is supporting the transitional justice process and my Deputy opened a conference on this subject in Tunis in May. مفوضية حقوق الإنسان في تونس ودعم عملية العدالة الانتقالية ونائب بلدي افتتح مؤتمر حول هذا الموضوع في تونس في مايو ايار. The global trend and position on the death penalty has evolved. وقد تطور هذا الاتجاه العالمي وموقف من عقوبة الإعدام. I commend the leadership of the President of the Council in this context. وأثني على قيادة رئيس المجلس في هذا السياق.
